HUD OIG is auditing the Office of Multifamily Housing’s controlling participation of Section 8 Project-Based Rental Assistance. Specifically, we are looking at HUD’s approval of controlling participants for ownership in Multifamily Section 8 properties. The audit objective is to determine whether HUD has approved poor performing controlling participants for additional properties.
HUD OIG is evaluating the Office of Fair Housing and Equal Opportunity (FHEO)’s oversight of State and local fair housing enforcement agencies. To ensure the agencies are enforcing laws substantially equivalent to the Fair Housing Act, FHEO regularly assesses the State and local agencies' performance. Our objective is to determine if FHEO’s oversight of State and local fair housing enforcement agencies ensures they meet performance standards for substantial equivalency certification.
HUD OIG is reviewing HUD’s Office of Community Planning and Development’s (CPD) Coronavirus Aid, Relief, and Economic Security Act, Emergency Solutions Grants (ESG-CV) program. The CARES Act provided $4 billion in ESG-CV funds to be used to prevent, prepare for, and respond to coronavirus, among individuals and families who are homeless or receiving homeless assistance. Our objective is to determine what challenges grantees of ESG-CV funds have faced in implementing the program and utilizing grant funds.
HUD OIG is conducting a review of HUD's Office of Residential Care Facilities. Media reports have shown that the COVID-19 virus impacted nursing homes nationwide. Our audit objective is to determine the biggest challenges that nursing home owners face related to COVID-19 and whether they are prepared to meet their future financial obligations.
HUD OIG is auditing HUD’s Office of Fair Housing and Equal Opportunity (FHEO) complaint intake process. The complaint intake process is one of the initial stages in HUD’s FHEO mission to eliminate housing discrimination, promote economic opportunity, and achieve diverse, inclusive communities. The audit objective is to assess HUD’s Title VIII fair housing complaint intake process for complaint inquiries that result in formal filed complaints and those that are closed during the intake stage.
HUD OIG is reviewing HUD's Fostering Youth to Independence (FYI) initiative. The FYI initiative makes Housing Choice Voucher assistance available to Public Housing Agencies in partnership with Public Child Welfare Agencies. The review objective is to determine the effectiveness of the FYI initiative in preventing and ending youth homelessness.
HUD OIG is evaluating the Offices of Public and Indian Housing and Multifamily Housing Program’s policies for radon. Radon is the second leading cause of lung cancer after smoking, and it is the number one cause of lung cancer among non-smokers.
HUD OIG is evaluating HUD’s efforts to identify and mitigate resident risks for its properties on or near Superfund National Priorities List (NPL) sites and non-NPL sites with lead contamination. We initiated this evaluation due to the lead poisoning of residents in an East Chicago, IN, public housing complex and the possibility that residents in thousands of U.S. Department of Housing and Urban Development (HUD)-funded properties across the Nation face health risks because they are living on or near other contaminated sites.
HUD OIG is reviewing a housing authority in New York. The authority has more than two dozen housing developments including one that has been mostly vacant for years. The review objective is to determine whether the authority properly managed the vacant development.
HUD OIG is reviewing HUD's Veterans Affairs Supportive Housing (VASH) program. Congress appropriated $40 million in both 2017 and 2018 to serve approximately 10,000 total families and an additional $40 million in 2019. The review objective is to evaluate the challenges that participating Public Housing Authorities face in meeting the goals and objectives of the VASH program.
