We audited the Virgin Islands Housing Finance Authority’s monitoring of its Community Development Block Grant Disaster Recovery (CDBG-DR)-funded activities.  We initiated the audit because of the large amount of CDBG-DR funds awarded to the U.S. Virgin Islands for the 2017 disasters and to aid in the U.S.

We audited the Virgin Islands Housing Finance Authority’s Non-Federal Match Program for Community Development Block Grant Disaster Recovery (CDBG-DR) funds.  This Match Program was developed to assist non-Federal entities in paying for their share of projects that addressed unmet needs because of the 2017 Hurricanes Irma and Maria.  We initiated this audit due to the $415 million of CDBG-DR funds allocated by the Authority and to support the U.S.

We audited the U.S. Department of Housing and Urban Development’s (HUD), oversight of Community Development Block Grant Disaster Recovery (CDBG-DR) grantees’ use of program income.  We initiated this audit in accordance with our goal of ensuring and promoting accountability and effectiveness in disaster response and recovery.  Our audit objective was to determine whether HUD ensured that program income generated from disaster funds awarded to CDBG-DR grant recipients was used to positively impact and support disaster recovery in affected areas and to benefit program beneficiaries.

We audited the Office of Community Planning and Development’s (CPD) monitoring and oversight of the Community Development Block Grant - Disaster Recovery (CDBG-DR) program.  The objective of the audit was to determine whether CPD had effectively and efficiently designed its CDBG-DR program requirements and monitoring to ensure that the grantees meet statutory and other Federal low- and moderate-income (LMI) requirements.  Generally, CPD had effectively and efficiently designed its CDBG-DR program requirements and monitoring to ensure that the grantees met the various LMI requirements

HUD OIG is auditing Puerto Rico's Community Block Grant - Disaster Recovery (CDBG-DR) program.   HUD awarded Puerto Rico over $20 billion dollars in  CDBG-DR funding for the 2017 disasters.  Our objective is to conduct an assessment of Puerto Rico’s fraud risk management practices that encompasses control activities to prevent, detect, and respond to fraud when administering programs funded by CDBG-DR grants associated with the 2017 disasters.

HUD OIG is auditing Puerto Rico's Homebuyer Assistance Program (HBA).  HUD awarded Puerto Rico more than $20 billion in CDBG-DR funding to address the impact of Hurricanes Irma and Maria, of which $295 million was budgeted to the HBA program. Our objective is to determine the impact that the program had in increasing homeownership rates in Puerto Rico post Hurricanes Irma and Maria and whether it is on track in delivering the expected program outcome.

HUD OIG initiated an audit of the City of New Orleans’ Community Development Block Grant National Disaster Resilience (CDBG-NDR) Grant. The audit objective is to determine whether the City’s CDBG NDR grant projects and management were effective in assisting the City in recovering from past disaster events while improving its ability to withstand future extreme events. On January 21, 2016, HUD announced 13 CDBG-NDR finalists and in January 2017, the City of New Orleans Office of Community Development received $141,260,569 in a CDBG- NDR Grant under Public Law 113-2 for resilience and recovery.

As part of a Council of the Inspectors General on Integrity and Efficiency (CIGIE) Disaster Assistance Working Group cross-cutting initiative, we summarized the conclusions, findings, and recommendations of 28 reports related to the Federal Government’s natural disaster preparedness and response issued by 7 Offices of Inspector General (OIGs).  The seven participating OIGs included U.S. Departments of Defense, Health and Human Services, Homeland Security, Housing and Urban Development, Interior, and Transportation and the U.S.

We audited the State of North Carolina’s Community Development Block Grant Disaster Recovery (CDBG-DR) funds.  We initiated this audit as part of our commitment to helping the U.S.

HUD OIG is auditing the Community Development Block Grant - Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) programs.  HUD is in the process of developing a Disaster Recovery Data Portal that would give grantees access to data HUD receives from other federal agencies for use in conducing DOB assessments.  Our audit objective is to determine the status of HUD’s Disaster Recovery Data Portal, and if it can be an effective tool to assist grantees in preventing and detecting duplication of benefits using disaster recovery and mitigation grant funds.
